2004 SOUTHEAST SERIES

Fleet 12 Tampa Bay Windsurfers and the Shell Point Sailboard Club of Tallahassee are proud to announce the start of the 2004 Southeast Windsurfing Series. This Series is supported and recognized by US Windsurfing, and consists of 9 windsurfing regattas in Florida and Georgia that are designated each year as "regional points regattas." The events are run independently within a stipulated set of rules and a general Fleet/Class framework promulgated by the Series organizers. The Organizing Authority of the S-E Series consists of Jim Mills (Fleet 12) – Scorer and Administrator, and Paul Hansard (Shell Point Sailboard Club) – Webmaster and US Windsurfing liaison.

Schedule

1.1 The spring segment will consist of the following races:
        Feb 27-2 Island Style Classic Sarasota, FL
        Mar 5-7 Calema Midwinter's Merritt Island, FL
        Apr 17-18 Central Florida Windfest Merritt Island, FL
        Apr 23-25 Stephen C. Smith Memorial Regatta Shell Point Beach, FL
        Jun 11-13 Not In My Back Yard (NIMBY) Regatta Panama City, FL

1.2 The fall segment will consist of the following races:
        Sep 10-12 Juana’s Good Time Regatta Navarre Beach, FL
        Oct 8-10 Endless Summer Sailboard Classic Shell Point Beach, FL
        TBA Atlanta Fall Classic Lake Lanier, GA
        TBA St. Pete Suncoast Classic St. Petersburg, FL

Events

2.1 The events that compose the 2004 S-E Series will be run by a club or shop in accordance with the current 2001-2004 The Racing Rules of Sailing (RRS), or the IFCA Funboard Racing Rules 2003.
2.2 Three races are required to constitute an event in the Series. Exceptionally long races may count as two or more races, at the discretion of the event chairs.
2.3 The Events will be at least two days long, with racing to be scheduled on both days (wind permitting).

Series Registration
3.1 To be eligible for participation in the Series, racers must be members of US Windsurfing, irrespective of individual event requirements.
3.2 Any eligible racer who enters one of the Southeast Series events and provides the requisite demographic information to the Regatta Organizer will be entered in the S-E Series and will be scored.
3.3 No separate registration for the Series will be required from individual competitors, unless supplemental information is needed from a racer to complete his/her demographic profile.

Individual Regatta Responsibility
4.1 Scoring must follow the strictures of the Racing Rules of Sailing (US Sailing). The scores for DNS, DNF, etc. must adhere to the rules spelled out in the RRS.
4.2 Scoring at events should be done using a computer spreadsheet, if at all possible. The Series recommends adopting the scoring program developed by Jaime Torres of US Windsurfing that has been thoroughly tested on the National Tour for use in our S-E Series.
4.3 No event will be included on the Series schedule unless the Regatta Organizer agrees to provide racer demographics and their results to the Series Organizer within one week of the completion of their event.

Series Scoring
5.1 Fleet scoring results from Series events will be used to determine intermediate and final rankings. The Series races will be scored by dividing the competitor's overall fleet ranking for the event by the number of competitors in thateir Fleet. For example, if a competitor placed 3rd in a fleet of 30 people, then his/her Series score would be 0.1.
5.2 For each fleet event that a competitor misses, a default score of 2.0 points will be awarded. To avoid receiving a default score for an event, competitors must finish and be scored in at least one race at that event. Restated, a person attending an event but not racing (starting and finishing at least one race) will be scored a 2.0.
5.3 Although competitors are free to enter as many or as few events as they wish, it is the Series Organizers' intention that most competitors enter at least five (5) of the nine (9) events comprising the Series. Regardless of the number of events entered, the 5 lowest (best) event scores (including default scores) will be used for the Series rankings, and competitors will be allowed to discard the remainder of the event scores. The competitor with the lowest total score (highest ranking) at the end of the Series will win his/her respective Fleet/Class. All events may not have all Series Fleets; check with the event sponsor.
5.4 A competitor need not race in the same Fleet at every event, and it is possible for a competitor to maintain Series standings in more than one fleet. However, the event defaults will apply by fleet, such that it will be in the competitors’ best interest to complete at least 5 events in at least one fleet. In no case will standings from different fleets be merged. It is each competitor's responsibility to make sure they are in the correct Fleet in all events to be properly scored for the Series.
5.5 Since the regattas and the Series are Fleet scored, the regatta-registered Class is not required to be the same as the Series registered Class, but must be in the same Fleet.

6.1 There will be 4 Competition (A) Fleets, including:
        Competition Formula 3-1
        Competition Longboard 3-1
        Competition Prodigy
        Competition Formula Experience (Juniors)
6.2 There will be 4 Sport Fleets, including:
        Sport Formula 3-1
        Sport Longboard 3-1
        Sport Prodigy
        Sport Formula Experience (Juniors)
6.3 Additional sub-classes may be formed at the conclusion of the Series (see below).

Series Results Posting
7.1 Race results and S-E Series standings will be posted to a web site that is easily accessible to all Series participants. Currently, all individual regatta results that are available from Southeast Region events are posted on a link at www.20knotsnob.com. Series standings may also periodically be forwarded to Series participants via an MS Excel spreadsheet attachment to a mass e-mail.
7.2 From the website information, competitors can compare their performance against the entire fleet, and also within the fleet (based on the demographic information that is required for each racer) using whatever breakdown they themselves wish (age, weight, sail size, etc.).

Series Trophies & Prizes
8.1 At the end of the 2004 S-E Series, the Classes within the Fleets will be divided up equitably by the Series organizers into sub-classes based on the number of entrants in each gender, weight, age, and sail size classification. The Series organizers will be the sole judge of determining these sub-classes.
8.2 Series trophies will be awarded to US Windsurfing members in each sub-class, and each overall Fleet winner will also receive a first place Fleet trophy. The trophies will be sponsored by US Windsurfing, and they will be awarded at the conclusion of the Suncoast Classic Regatta in St. Petersburg in October, 2004.
